. . . DECLARED THAT "OUR NATION'S CULTURAL POLICIES OVER MANY DECADES HAVE FAILED MISERABLY" AND THAT THEY ARE "HIGHLY FLAWED" AND NEED TO BE "ADVANCED AWAY FROM THE BOOMER PERSPECTIVE" . . .

KATSURA STATED:

"FOR MANY DECADES OUR NATION HAS TRUSTED, WITHOUT QUESTION, THE CULTURAL POLICIES AND POLITICS OF THE BABY BOOMER GENERATION . . . AND HAS ENDURED DECADE AFTER DECADE, GENERATION AFTER GENERATION OF FAILED POLICIES . . .

AFTER SOME CONSIDERATION, I HAVE DETERMIENED LARGELY THE REASON 'WHY' . . . .

I BELIEVE THE REASON FOR SUCH FAILURE IS THAT TEACHING PEOPLES WHO THEY ARE AND WHAT THEY SHOULD BE PRACTICING, AS FAR AS CULTURE AND CULTURAL IDENTITY, IS DESTRUCTIVE.  OUR NATION HAS HAD A POLICY OF SUPPORTING THE "TEACHING OF CULTURE" TO PEOPLES SUCH AS AMERICAN INDIANS (FORMERLY "NATIVE AMERICANS").  MY QUESTION IS . . . "WHY DO PEOPLE, SUCH AS AMERICAN INDIANS, NEED TO BE TAUGHT WHAT THEIR CULTURE IS?  SHOULDN'T THEY ALREADY BE THE CULTURE THAT THEY ARE?  ISN'T WHO THEY ARE AS A CULTURE 'AXIOMATIC OR SELF EVIDENT''?  WHY DO WE NEED TO HAVE PEOPLE FROM OLDER GENERATIONS TEACHING YOUNGER GENERATIONS WHO THEY ARE, WHEN THEY ARE WHO THEY ARE?!  THIS IS THEIR CULTURE! THIS IS WHO THEY ARE IN THEIR OWN 'TIME AND SPACE'!

OUR NATION'S CULTURAL EDUCATIONAL POLICIES CONTINUOUSLY TAKES A 'PERIOD CULTURE' TAKEN OUT OF CONTEXT OF HISTORY, OFTEN CENTURIES AGO, AND ATTEMPTS TO SUPERIMPOSE IT ONTO PEOPLES WHO ALREADY HAVE A CULTURE OF THE CURRENT PERIOD!  THE EFFECTS HAVE BEEN DISASTEROUSLY CONFUSING . . .

I CAN RECALL WHEN IN COLLEGE, I BROUGHT UP A DISCUSSION WITH A FELLOW STUDENT FROM JAPAN.  I ASKED HIM WHAT HE THOUGHT OF JAPANESE AMERICAN CULTURE VS. JAPANESE CULTURE.  HE STATED THAT JAPANESE AMERICAN CULTURE WAS BASED ON PERIOD CULTURE FROM WHEN JAPANESE AMERICANS LEFT JAPAN AND THAT JAPANESE CULTURE HAS CHANGED DRAMATICALLY SINCE THAT TIME!  SO, HE FELT THAT JAPANESE AMERICAN CULTURE WAS VERY DIFFERENT BECAUSE IF WAS 'PAST PERIOD CULTURE' COMPARED TO HIS 'CONTEMPORARY PERIOD CULTURE' . . . THE TWO CULTURE WERE VERY DIFFERENT.

NOW, WHAT WE DO IN OUR COUNTRY IS TO FORCE THE 'PAST PERIOD CULTURE' ONTO THE LIVES OF 'CONTEMPORARY PERIOD CULTURED' PEOPLES . . . IT'S LIKE TAKING JAPANESE AMERICAN 'PERIOD CULTURE' AND FORCING IT ONTO THE CULTURE OF 'CONTEMPORARY PERIOD CULTURE JAPANESE' AND THEN TELLING THEM THAT IF THEY DON'T ACCEPT IT, THEY'RE 'NOT REALLY JAPANESE' . . .

IN SHORT, THIS IS WHAT WE DO WITH GROUPS SUCH AS AMERICAN INDIANS, AND THIS HAS CAUSED 'HAVOC' IN THE PSYCHE AND CULTURE OF THEIR PEOPLES . . .

THE MASSIVELY INAPPROPRIATENESS OF SUCH SUPERIMPOSING OF DATED 'PERIOD CULTURE' OF A GIVEN PEOPLES . . . DOES NOT END HERE, HOWEVER.  IT GOES EVEN FURTHER. 

I ALSO ASK THE QUESTION OF WHETHER SUCH TEACHINGS OF PAST PERIOD CULTURE IS EVEN REMOTELY RELEVENT TO THE CULTURAL DEVELOPMENT AND CHANGE OF A GIVEN PEOPLE?  AFTER ALL, IN THE U.S., IN ABOUT TWO GENERATIONS, SO MANY AMERICANS WILL BE 'BI, TRI & QUADRA-RACIAL' . . .

. . . THE NOTION OF AMERICANS HAVING A SINGLE CULTURAL IDENTITY BASED ON SOME PAST PERIOD CULTURE OF A SINGLE PEOPLES BECOMES 'PATENTLY PREPOSTEROUS' . . .  SURELY, SUCH AMERICANS WILL NOT REACH BACK TO THE ROOTS OF SO MANY CULTURES TO CONFUSE THEIR 'PRESENT DAY INDENTY', BUT RATHER, RESORT TO THE INVENTION OF A SINGLE, SHARED CULTURAL IDENTITY SUCH AS 'LOCAL CULTURE' OR WHATEVER!

OUR NATION NEEDS TO REMOVE SUCH 'ANTIQUATED AND INAPPROPRIATE BABY BOOMER PERSPECTIVES ON CULTURAL HERITAGE AND EDUCATION' . . . AND BEGIN MOVING INTO A MORE 'ADVANCED AND ENLIGHTENED STATE OF MIND' RELATIVE TO 'CULTURE' . . . SUCH AS . . . 'LET' . . . AND 'LAISSE FAIRE' . . .
